Background
Investigative journalism is vital in exposing corruption, abuse of power, and governance failures. In Ghana, investigative reports have played a significant role in safeguarding public resources, enhancing transparency, and strengthening accountability and democratic governance.
The tangible impact of investigative reports is demonstrated through government actions. These include directives to review contracts, legislative amendments, and prosecutions of individuals suspected of corruption.
Despite its importance, investigative journalists often encounter threats, harassment, intimidation, legal challenges, and retaliation. These pose risks to freedom of expression, democratic accountability and sustainability of investigative journalism.
The Media Foundation for West Africa (MFWA) invites applications from qualified and experienced consultants to produce a documentary that highlights the invaluable contributions of investigative journalists to anti-corruption efforts and public accountability. The documentary aims to raise awareness and advocate enhanced safety and protective mechanisms for investigative journalists.
The initiative forms part of the project titled: Countering Corruption through Accountability Journalism and Improved Freedom of Expression Environment in Ghana. The project falls under the Participation, Accountability, Integrity for a Resilient Democracy (PAIReD) Programme, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the EU and the Swiss State Secretariat for Economic Affairs (SECO), and implemented by GIZ in cooperation with the Ministry of Finance.
Objective
The primary objectives of the documentary are to:
- Showcase the impact of investigative journalism in uncovering corruption and fostering accountability.
- Highlight the risks and challenges faced by investigative journalists.
- Advocate and amplify safety and protection of investigative journalists.
- Inspire public support for a conducive environment for independent journalism and anti-corruption efforts in Ghana.
Scope of Work
The selected individual consultant or firm will be expected to:
- Develop a creative concept and production plan for the documentary.
- Conduct interviews with relevant stakeholders, including journalists, media experts, civil society actors, and public officials.
- Produce a high-quality documentary suitable for broadcast on television, digital platforms, and public screenings.
- Incorporate compelling storytelling, visuals, narration, and subtitles where necessary.
- Produce short promotional clips for social media and outreach.
Deliverables
- One full documentary (20–30 minutes preferred).
- Three short promotional clips (1–3 minutes each).
- High-resolution files optimised for broadcast and online dissemination.
- Final script/transcript of the documentary.
Eligibility Criteria
Applicants may include:
- Registered production company.
- Independent documentary filmmakers.
- Multimedia journalists or storytelling teams.
- Individuals or firms with proven experience in documentary production, governance, human rights, media, or anti-corruption storytelling.
Required Application Documents
Interested qualified consultants should submit the following:
- Expression of Interest (EoI) outlining relevant expertise and approach.
- Curriculum Vitae (CV) detailing qualifications and experience.
- Brief technical proposal (2-4 pages), outlining understanding of the assignment, proposed methodology, workplan and fees.

Duration
The assignment is expected to be completed within six weeks from the date of contract signing.
Terms and Conditions
- This is a consultancy engagement; it is not a full-time employment position.
- The documentarian will work under the supervision of the MFWA project team.
- Payment will be made based on agreed milestones and submission of approved deliverables.
- The MFWA will retain all proprietary rights to the outputs produced.
- The consultant must adhere to confidentiality and data protection standards.
