Manasseh Azure Awuni is an award-winning freelance investigative journalist in Ghana. He was adjudged the winner of the Anti-corruption category with the documentary, ‘Grounded Wheels.’ The report adds to the confirmation that procurement is the main avenue for corruption in the public sector in Ghana – a theme that has recurred in various reports such as the annual Auditor General’s Report. The investigative documentary revealed that the Microfinance and Small Loans Centre (MASLOC) had imported vehicles including ambulances and inter-city state transport buses, with tax payers’ money and then abandoned them to rust away. The abandonment is due to the fact that the prices of the vehicles had been highly inflated which rendered private transport dealers, who were the targeted customers, unable to purchase them.
