Guinea: President Alpha Condé suspends journalists by decree

President Alpha Conde has suspended by decree the Managing Director of the Guinean Radio and Television Network, Yamoussa Sidibe and three other top officials for what is described as a serious offense.
The suspension of Mr. Sidibe together with the Director of Television, Fode Tass Sylla and Director of Transmission Services of the national broadcaster, was by a decree read during the national television’s prime-time news programme on 20th October, 2015.
According to the MFWA correspondent in Guinea, the decision follows a botched transmission of the ceremony held to declare provisional results of the recent presidential elections. The transmission was without sound and the images were unstable, hitches that the president considers as sabotage. He therefore decided to sanction the bosses by decree, whereas in Guinea, it is the minister of communication who is mandated by law to do so.
“The decree is not fair. These media professionals are only scapegoats because it is the minister of telecommunication who is responsible for the broadcasting, not them,” explained a telecommunication engineer. A technician with the Radio and Television network of Guinea, speaking on condition of anonymity, also lamented that “this network is the worst in Africa; that is where the problem lies.”
The MFWA vehemently condemns the action of the Guinean president as arbitrary, because only a thorough and independent enquiry can establish a case of sabotage against the victims. This action has the potential to intimidate journalists working with the state media into imposing self-censorship.

Cote d’Ivoire: Newspaper suspended for publishing opposition boycott call

The National Press Council, CNP, the Ivoirian press regulatory body, has suspended for three editions Le Temps newspaper, an opposition daily (pro-Gbagbo) for publishing a call to boycott the October 25th presidential election.
According to the MFWA correspondent in Cote d’Ivoire, the suspension was announced on October 22nd, 2015.
The CNP accuses the newspaper of publishing a quarter page notice on the front page of its 21st October edition, in which a former speaker of parliament, Mamadou Koulibaly is quoted thus: “the time has come; let’s dare say no to fraudulent elections.”
Cleared by the Constitutional Council alongside nine other candidates for the election, Mamadou Koulibaly withdrew from the presidential race on October 8th, a day before the official opening of electoral campaigns.
“This electoral notice amounts to a call to boycott the presidential election of October 25th, decried the CNP which saw it as tending to undermine “social cohesion and public order”.
Meanwhile, the Managing Editor of the paper, Yacouba Gbané has denounced the decision as an act of “harassment” albeit not surprising because we “have always been aimed at by the CNP.”

Togo UPDATE: Three journalists charged for publishing false and defamatory information

Three Togolese journalists were charged on Thursday for false and defamatory information, following an article about a case of kick-back involving the ministers of Finance and Economy as well as the minister for Infrastructure and Transport.
According to the MFWA correspondent in Togo, sources close to the Togolese press managers’ union (PPT), say it was the chief magistrate who charged the journalists after a brief hearing.
The matter goes back to September 25th and 29th (in the case of Ketehou) when Izotou Abi-Alfa, Zeus Aziadouvo and Carlos Ketohou, Managing Editors of the  Le Rendez-vousLiberté et L’Indépendant Express respectively, were interrogated by the central command of the Criminal Investigations Department of the police.
The three were accused of publishing a story about an asphalt road project in which the minister of Finance and Economy, Adji Oteth Ayassor and his colleague, the minister of Infrastructure and Transport, Ninsao Gnofam, were believed to have received a kick-back commission of 10 billion CFA francs out of the total project cost 26 billion CFA francs.
On Thursday October 22nd, they were arraigned before the chief magistrate who informed them about the charges. PPT sources say they are believed to have been placed on probation.
It would be recalled that Zeus Aziadouvo is the president of the Togolese press managers’ union (PPT) which is believed to be close to the opposition.
The MFWA abhors the criminal prosecution for press offenses. We, therefore, call on the Togolese authorities to ensure that the journalists tried under a civil procedure.

MFWA Engages Media Network on SDGs

The Media Foundation for West Africa (MFWA) will on Thursday October 22, 2015 engage the Media and Communications Advocacy Network (MCAN) on effective reporting of the Sustainable Development Goals (SDGs) in Ghana.

The move is to increase the awareness and knowledge of network members on the national processes on the SDGs, next steps in implementing the goals in Ghana and the role of the media in contributing to achieving sustainable development in Ghana.

The Media and Communication Advocacy Network is a voluntary association of individual media practitioners and communications workers interested in promoting and advocating on population and development towards the promotion of reproductive health and rights as well as gender equality in Ghana.

MCAN is currently supported by the United Nations Population Fund, Ghana (UNFPA–Ghana).

Event: Training on SDGs for Media Network and Population and Reproductive Health Issues

Gambia: Muslim Cleric Abducted by Unknown Assailants

Alhagie Sawaneh the Imam of Kanifing South Muslim Mosque, about 12 Kilometers from the capital, Banjul, was picked up by men in civilian clothes around 10 am, while leading a team of workers to clear the grass in the Kanifing Cemetery on 18 October 2015.
The MFWA correspondent reported that family members said they were informed by the community volunteers who went with the Imam to the cemetery that their kinsman was picked up and taken away by men in civilian clothes. He has not been heard of for four days.
 “We are really worried about the situation and don’t know what to do next. We have been trying to call him on his cellphone but the calls are not getting through as it is switched off,” said a distraught family member. Adding: “We don’t know where to go because we don’t know his whereabouts.”
The reason for his abduction is unknown, but the incident follows an ongoing trend in The Gambia of arrest of opinion leaders who are critical of the President.
Among victims of arrests, detention and torture of opinion leaders are the case of Imam Baba Leigh, of Kanifing South who was arrested in December 2012 and detained for five months. He currently on exile in the US.
In June 2012, Ba Kawsu Fofana of Sanchaba Sulay Jobe Mosque was also arrested and is currently residing in neighbouring Senegal.
 In late 2010, the SIC also ordered for the withdrawal of Ba Kawsu’s audio records on sale in the market. The ban also included the use of broadcast media. His ban was lifted by Gambia’s President Yahya Jammeh early 2011, who strictly warned him to desist from his style of propagation.
The MFWA condemns the barbaric abduction of Imam Sawaneh, and calls on the authorities in The Gambia to track down and punish the perpetrators.

Gambia UPDATE: Man accused of Cartooning Muslim Prophet is psychotic – Medical report

The trial of Alagie Mam Seye who is accused of caricaturing the Muslim Prophet Muhammed, took a curious turn yesterday at the Brikama Magistrates court as the accused person’s mother- Isatou khan tendered a medical certificate showing that Alagie Mam Seye was psychotic.

The MFWA correspondent in The Gambia reported that Madam Khan told the presiding magistrate that the defense counsel- Mr. LK. Mboge is sick and she decided to appear before the court to present the medical certificate. Dated October 7, 2015, the report was signed by a doctor from the Edward Francis Small Teaching Hospital (EFSTH) in Banjul. The prosecutor raised no objection the tendering of the report.

The trial Magistrate- Mr Ebrima Jaiteh adjourned the case to the October 21, 2015.

Prosecutors stated that on July 11, 2015 one detective from the Serious Crime Unit of the Gambia Police Force received information of the alleged offence. An investigation was carried out through the Facebook account of the accused person, leading to his arrest. Alagie Sey was made to open his Facebook account for inspection at the Unit Headquarters after which he is said to have confessed sharing a cartoon of the Holy Prophet. He however denied committing any offence.

On August 20, 2015, Magistrate Ebrima Jaiteh granted Alagie Mam Seye bail on a D10, 000 bond and one surety.  Alagie Mam Seye, according to prosecutors, shared a cartoon of Prophet Muhammad with a 9-year-old girl on his laps, which action was intended to hurt religious feeling.

The MFWA is concerned about the fact that the police forced Alagie Sey to open his Facebook account for scrutiny. This is a flagrant invasion of privacy, while the entire prosecution process constitutes a violation of the accused person’s right to free expression.

 The MFWA therefore calls on the authorities in the Gambia to drop the charges against Alagie Sey.

Cote d’Ivoire: The l’Inter Newspaper Suspended for Three Editions

The National Press Council, (CNP) has suspended the independent newspaper l’Inter for three editions over a publication judged to be “dangerous for social cohesion.” A statement issued on October 9th, said Cyrille Djedjed, the author of the article published on September 29th, was also suspended for one month. His professional identity card has also been withdrawn during the period of suspension.
According the MFWA correspondent in Cote d’Ivoire, Cyrille Djedjed claimed in his article entitled “The Bétés Did Not come Out” that the indigenous Bétés boycotted the visit of President Alassane Ouattara to Gagnoa in the Goh Region, home region of Laurent Gbagbo and Charles Blé Goudé, both prosecuted by the International Criminal Court.
It continued that the Bétés said they “were not concerned about the meeting” because “it is our kinsmen who are in prison at the Hague.”
The CNP found the claims of Cyrille Djedjed that no Bété came out to meet the president to be without any scientific basis. It therefore considered the article to be “a distortion of information and an attempt to mislead readers.” Accusing the author of pursuing “a hidden agenda”, the CNP said the article could be “dangerous to social cohesion especially at this sensitive period when presidential elections are due to be held on October 25th.”
 The CNP concluded that in view of the above observations, there has been a breach of the journalism code of ethics by the author and the journal.

155 Journalists Petition President to Demand Sanctions against top Presidential Aide

Some 155 journalists from over 40 media organisations across Ghana have joined the Media Foundation for West Africa (MFWA) to petition President John Dramani Mahama to demand sanctions against his staffer, Mr. Stan Dodge.
The petition follows Mr. Dogbe’s assault of Mr. Yahayah Kwamoah, a journalist with state-owned Ghana Broadcasting Corporation (GBC) nearly two months ago. In an incident that many have described as shameful and embarrassing, the Presidential staffer, seized and destroyed the journalist’s recording equipment at the 37 military hospital.
The GBC journalist had gone to the hospital to follow-up on development around the Presidential press corps who had been involved in a serious accident that left one journalist dead and others serious injured.
“It is important to point out that the aggression by your staffer happened at a sad moment for journalists when colleagues covering your office had been involved in a serious accident that resulted in the death of one colleague with others sustaining serious injuries,” the petitioners said.
The petition notes: “We are concerned that over a month after the incident, and despite the several pleas from many people and organisations, your office has not acted on the matter.”
“It is our considered view that the conduct of a staff of your highly esteemed office has a direct bearing on the reputation of the office. We, therefore, call on you to show personal commitment to the rights of journalists and your intolerance of acts that may bring your highly esteemed office into disrepute,” the petition demands.

Petition – Abuse of Journalist by Stan Dogbe
On 20th August, 2015, your staff, Mr. Stan Dogbe, assaulted Mr Yahyah Kwamoah, a journalist with the Ghana Broadcasting   Corporation (GBC). In a rather bizarre conduct, Mr. Dogbe seized and destroyed the voice recorder of the journalist at the 37 Military hospital where the journalist had been to report on the accident involving the Presidential Press Corps.
Since the incident happened, many notable personalities, journalists and organisations have called on your esteemed office to take action against the Presidential staffer. These demands for action were partly because of our concern about the damage caused to the reputation of your high office by the incident.
It is important to point out that the aggression and untoward conduct by your staffer happened at a sad moment for journalists when colleagues covering your office had been involved in a serious accident that resulted in the death of one journalist and left several others seriously injured.
We are concerned that nearly two months after the incident, and despite the several pleas from many people and organisations your office has not acted on the matter.
It is our considered view that the conduct by a staff of your highly esteemed office has a direct bearing on the reputation of the office. We, therefore, join the Media Foundation for West Africa (MFWA) in calling on you to demonstrate your personal commitment to the rights and safety of journalists, and also your intolerance of acts that may bring your highly esteemed office into disrepute by taking appropriate actions against Mr. Stan Dogbe.

Togo: Three Journalists Interrogated by the Police

Izotou Abi-Alfa, Zeus Aziadouvo et Carlos Ketohou, Managing Editors of  Le Rendez-vousLiberté and L’Indépendant Express newspapers respectivelywere interrogated on 25th September and 29th September, 2015 (in the case of Ketohou) by the Central Command of the Judicial Police.
The MFWA correspondent in Togo reported that the three were accused of publishing a story about an asphalt road project in which the Minister of Finance and Economy, Adji Oteth Ayassor and the Minister of Infrastructure and Transport, Ninsao Gnofam, were believed to have received a kick-back commission of 10 billion CFA francs out of the total project cost 26 billion CFA francs.
The journalists were interrogated and their caution statements lodged in the station dairy.
A press statement issued by the Togolese Press Owner’s Union, PPT, vehemently condemned the hauling of the journalists before the judicial police while the Haute Autorité de l’Audiovisuel et de la Communication (HAAC), the national media regulatory body, had begun a mediation process on the 23rd of September 2015, at the request of the two ministers concerned.
The statement added that even if a press offense has been committed, it should not be redressed under the Criminal Code, but the rather the Press and Communication Code which regulates the profession.
The correspondent said the three journalists are safe for now, but there is uncertainty about the turn that the case might take.
The MFWA is appalled at the action of the Togolese police against the journalists. In a democratic state such as Togo, press offenses should be tried under civil laws, not under martial laws. We are equally concerned at recent trends in Togo where that media have come under intense pressure from government officials, and call on the authorities in the country to ensure the safety and security of journalists.

MFWA sets up Network of Journalists for SDGs

The Media Foundation for West Africa, (MFWA) has established a Network of Journalists for SDGs. The network will strengthen the skills and knowledge of journalists to help increase public awareness of UN’s new global development goals and hold government accountable for its promise to ensure sustainable development in Ghana.
On September 25-27, 2015 the 193 UN Members-states, including Ghana, signed up to 17 Sustainable Development Goals (SDGs) as the follower of the Millennium Development Goals (MDGs). The SDGs aim to eradicate poverty, protect the planet and ensure prosperity for all by 2030.
The media being a public information channel, engagement platform, watchdog and advocate for policy improvement, has a critical role to play in ensuring a successful implementation of these new development goals in Ghana.
Unfortunately, the MFWA has observed that most of the Ghanaian media have paid only limited attention to this critical subject, and due to this many people are still unaware of the goals, despite their great importance to national development in the next one-and-a-half decades.
One of the reasons hereto is a general lack of information and limited knowledge on the new global development agenda in the media which again results in limited reporting on the new global development agenda. Thus, one of the key objectives of establishing the Network is to increase public awareness on the SDGs by ensuring that the media has access to timely information and adequate skills in development reporting.
“We hope that the Network will ensure a more sustained campaign to increase public awareness of these goals, so that the people who should benefit from the development initiatives know their rights and can influence development in their local areas”, said Programme Officer at the MFWA, Ms. Rikke Sig Hansen.
The Network also aims at empowering journalists to hold government accountable for its promise made at the UN level to attain  sustainable development in the country by 2030 through the SDGs.
