Introduction:

The Media Foundation for West Africa (MFWA) is implementing a project aimed at enhancing public participation and demand for accountability in local governance in eight (8) target Metropolitan, Municipal and District Assemblies (MMDAs) in Ghana.

The project titled “Enhancing public participation and demand for accountability in local governance” is being implemented with funding support from STAR-Ghana to ensure that citizens in target MMDAs (especially women, youth and persons with disabilities), increasingly and sustainably access governance information, public goods and services through improved citizens-authorities engagement.

The project is also aimed at enhancing responsiveness by local authorities in target MMDAs to questions, concerns and development needs of local populations and increased information disclosure by local authorities on the utilisation of public resources.

 As part of the project, the MFWA seeks consultants to conduct a mapping study of critical development issues in the eight (8) districts that citizens deem important and need the attention of the Assembly and other authorities to inform sustained media campaign and advocacy.

The MFWA hereby invites interested and competent consultants to submit applications for the functions specified in the scope of work below:

Scope of Work

The consultant will engage key groups such as Women, Youth, People Living with Disability, Civil Society Organizations (CSOs), Local Media, the Assembly and Opinion Leaders in key informant interviews and focus group discussions to map out the critical developmental issues to each group and prioritize the cross-cutting top 5 critical issues in each district

Below is a list of the project districts:

  1. Upper West Region: Lawra Municipal, Wa Municipal, Sissale East Municipal, Wa East District, Wa West District.
  2. Northern Region: West Mamprusi Municipal
  3. Central Region: Twiffo Atti Mokwa District
  4. Western Region: Ellembelle District

Specific Tasks for Consultant: 

  • Work closely with the MFWA to develop the data collection instrument
  • Collect data on the critical development issues in each district.
  • Map out top 5 critical development issues for each district.
  • The consultant shall submit a detailed report and submit to the MFWA.

Time Frame:

Consultant for this work will be engaged for a total of 40 working days between December 14 2018 – February 14, 2019.
