{"id":51518,"date":"2025-06-23T17:36:39","date_gmt":"2025-06-23T17:36:39","guid":{"rendered":"https:\/\/mfwa.org\/?post_type=impact-stories&#038;p=51518"},"modified":"2026-06-08T16:16:30","modified_gmt":"2026-06-08T16:16:30","slug":"les-revelations-de-notre-projet-de-journalisme-dinvestigation-declenche-une-reforme-dans-le-programme-du-service-national-du-ghana","status":"publish","type":"impact-stories","link":"https:\/\/mfwa.org\/fr\/impact-stories\/les-revelations-de-notre-projet-de-journalisme-dinvestigation-declenche-une-reforme-dans-le-programme-du-service-national-du-ghana\/","title":{"rendered":"Les r\u00e9v\u00e9lations de notre projet de journalisme d\u2019investigation d\u00e9clenche une r\u00e9forme dans le programme du Service National du Ghana"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Un rapport d\u2019enqu\u00eate r\u00e9volutionnaire de The Fourth Estate, notre projet de journalisme d\u2019investigation, a conduit \u00e0 une r\u00e9forme institutionnelle majeure dans le Programme de Service National (NSS) du Ghana, \u00e0 la suite de la mise au jour\u00a0 d\u2019un vaste scandale de fraude sur les salaires.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le 17 juin 2025, le minist\u00e8re du D\u00e9veloppement et de l\u2019Autonomisation de la Jeunesse (MYDE) a annonc\u00e9 la suspension du syst\u00e8me de gestion central (CMS) du NSS, le portail num\u00e9rique servant \u00e0 affecter le personnel de service \u00e0 l\u2019\u00e9chelle nationale. Cette suspension, ordonn\u00e9e par le Bureau du Pr\u00e9sident, pr\u00e9c\u00e8de un audit l\u00e9gal\u00a0 complet et un examen technique du syst\u00e8me, marquant la r\u00e9ponse ferme du gouvernement au scandale.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La mesure vise \u00e0 \u00e9liminer les \u00ab noms fictifs \u00bb ; des personnes inexistantes inscrites frauduleusement sur la liste de paie du NSS dont les allocations mensuelles sont d\u00e9tourn\u00e9es par des fonctionnaires corrompus. Une fois termin\u00e9, cet audit national devrait constituer\u00a0 le plus grand nettoyage d\u2019un syst\u00e8me de paie public dans l\u2019histoire du Ghana.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">L\u2019action du gouvernement fait suite \u00e0 une s\u00e9rie de rapports d\u2019enqu\u00eate de The Fourth Estate, qui ont r\u00e9v\u00e9l\u00e9 des preuves d\u2019un dispositif frauduleux pr\u00e9sum\u00e9 impliquant l\u2019insertion de dizaines de milliers de noms fictifs dans le syst\u00e8me central de gestion (CMS) du NSS. Les rapports ont all\u00e9gu\u00e9 que certains hauts fonctionnaires et gestionnaires pourraient avoir d\u00e9tourn\u00e9 \u00e0 leur profit des fonds allou\u00e9s \u00e0 ces noms fictifs. Les conclusions ont conduit l\u2019\u00c9tat \u00e0 ouvrir de nouvelles enqu\u00eates et \u00e0 engager des poursuites judiciaires.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">S\u2019exprimant lors d\u2019une conf\u00e9rence de presse le 13 juin 2025, le Procureur G\u00e9n\u00e9ral et Ministre de la Justice du Ghana, le Dr Dominic Ayine, a confirm\u00e9 que plus de 548 millions de Cedis (56,3 millions d\u2019USD) avaient \u00e9t\u00e9 vol\u00e9s par le biais du stratag\u00e8me frauduleux. Il a annonc\u00e9 que 12 personnes seraient poursuivies dans le cadre de ce scandale.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le Dr. Ayine a publiquement salu\u00e9 le travail de The Fourth Estate qui a jet\u00e9 les bases des enqu\u00eates men\u00e9es par l\u2019\u00c9tat. Il a reconnu que le dossier de preuves transmis par le m\u00e9dia \u00e0 l\u2019initiative gouvernementale Operation Recover All Loot (ORAL) a fourni les \u00e9l\u00e9ments d\u00e9cisifs qui ont conduit aux mises en examen.<\/span><\/p>\n<p><b>\u00c0 propos de The Fourth Estate\u00a0<\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">The Fourth Estate<\/span><\/i><span style=\"font-weight: 400;\"> est un projet de journalisme d\u2019investigation \u00e0 but non lucratif, d\u2019int\u00e9r\u00eat public et de redevabilit\u00e9 de la Fondation des M\u00e9dias pour l\u2019Afrique de l\u2019Ouest (MFWA).
